A development manager with more than 20 years experience in managing projects on biodiversity conservation, food security and nutrition, sustainable livelihoods, eco-friendly aquaculture, disaster risk reduction management and local governance. He has skills in the writing of project proposals and technical reports, organizing communities and strengthening organizations, facilitating and managing community training, monitoring and evaluating projects, undertaking participatory action research and case studies, developing social enterprises and auditing project performance based on sustainability principles and criteria.
He obtained a degree in agricultural engineering and a postgraduate diploma in community development from the University of the Philippines. He also earned a certificate in sustainability auditing from ASTRA Academy (formerly ABT Training) in Madrid, Spain and another certificate in Ecological Documentation from Nordic Folkhogskola-Biskops Arno in Balsta, Sweden.
Director Rosario is a member of the Technical Advisory Committee of the United Nations Development Programme Equator Prize in New York City since 2012 up till now, and the Bililarosa Protected Area Management Board of the Province of Northern Samar, Philippines. He was secretary of the Board of Directors of RSB Services Foundation in Fairfax, Virginia, and currently a member of the Assembly of Delegates, the highest decision-making body of the Roundtable on Sustainable Biomaterials in Geneva, Switzerland.
Also a former consultant and coordinator of Smallholder Project of Roundtable on Sustainable Biomaterials in Geneva, Switzerland who did a short-term consultancy to Professor Fumiko Furukawa of Kobe University in Japan, he is now a consultant of Proforest in the United Kingdom for sustainability assessment

These products include coco-pots which can replace plastic containers for urban agriculture, coco-net used for soil erosion control and regeneration of vegetation in barren lands and river embankments, mariculture net for trapping phytoplanktons and enhancing algal growth used as feeds for the culture of native fishes, and for making handicrafts.
